- Soak the shrimp in warm, lightly salted water for about 5 minutes.

- Finely mince the shrimp and drained water chestnuts.
- In a mixing bowl, combine minced shrimp, water chestnuts, green onion, ginger, soy sauce, rice wine, sugar, sesame oil, black pepper, egg, and cornstarch. Mix thoroughly.
- Form compact balls from the mixture, each about 1 inch in diameter.
- Fry the shrimp balls in hot oil for 3 to 4 minutes until crispy and golden brown.
- Remove the shrimp balls from the oil and drain on paper towels. Serve warm.
