- In a skillet over medium heat, cook the ground beef. Add soy sauce and hoisin sauce, stirring frequently for about 5–7 minutes until browned and aromatic.
- Once the beef is cooked, add shredded carrots and chopped bell peppers to the skillet. Stir-fry for another 2–3 minutes until the vegetables are tender.
- Prepare rice paper wrappers by dipping one into warm water for about 10–15 seconds until soft and pliable.
- Lay the softened rice paper wrapper on a clean surface. Place a few basil leaves and a spoonful of the beef-vegetable mixture towards the center, fold edges over, and roll tightly.
- Arrange the freshly rolled Thai Basil Beef Rolls on a platter and serve immediately with your choice of dipping sauces.
