Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and prepare baking dish.
  2. Combine ground beef, chopped onion, breadcrumbs, egg, milk, salt, and pepper in a bowl. Mix well and press into baking dish.
  3. Bake the meatloaf base for approximately 20 minutes until edges brown.
  4. Cook macaroni in boiling salted water until al dente, usually 7-9 minutes, then drain.
  5. In a saucepan, melt butter, whisk in flour to form a roux, cook for one minute.
  6. Gradually whisk in milk until thickened, add salt, pepper, paprika, dry mustard, and then the shredded cheese.
  7. Mix the cooked macaroni with the cheese sauce until fully coated.
  8. Pour macaroni and cheese over the meatloaf layer, sprinkle with more cheese if desired.
  9. Return casserole to oven and bake for an additional 25 minutes until bubbly and golden.
  10. Let the casserole rest for about 10 minutes before serving.
